Child Care Services Association (CCSA) a Triangle non-profit dedicated to ensuring affordable, accessible, high quality child care for all families is recruiting a Director of Database Development. The agency works extensively with the administration of national, statewide and county level outcome-driven programs designed to address some of the most critical issues currently facing children, parents, and child care providers. CCSA’s work has evolved from policy research conducted by the agency and from evaluation of its own programs—creating a unique and innovative work environment.

CCSA seeks an innovative team leader who can manage a team of database developers and programmers as we move from a pure FileMaker Pro solution to a mixed cross-platform, web-capable solution.

We seek a candidate who can help guide a team to meet our database challenges:
• Merge legacy databases into a new system with clear workflow and responsibilities
• Ad hoc reporting
• Cost savings, moving to open source, web-based software
• Adaptability to constantly changing business rules
• Flexible and rapid team-based development
• Electronic communication to remote financial, government and academic institutions

This full-time position is located in Chapel Hill, NC.

The Director of Database Development will supervise database software developers and manage development requests for all Child Care Services Association (CCSA) databases. The candidate should have good leadership skills and should be adept in scheduling, load balancing, prioritizing tasks & deliverables for critical software checkpoints and milestones. The candidate should foster team cohesiveness and cooperation with cross-functional groups throughout the agency. Manages functions associated with database support and development for all CCSA databases. Provides support to each project individually and oversees development of database links between all programs.

Skills / Requirements
Duties and Responsibilities for this position:

• Coordinate with project management and development leads to ensure a consistently high quality of software deliverables on time
• Supervise database development team to write software products for internal and external use
• Review Requirement Specification Documents and develop a comprehensive understanding of user requirements
• Write and/or communicate high level design specifications for the components
• Active participation in all phase review meetings with the development and business teams
• Develop a deep understanding of the product
• Hire, lead, motivate, mentor, train and retain talented team members
• Lead integration, performance and load testing of the solution implementation
• Review software designs, design and code reviews and documentation activities
• Create technical documents to support the QA and implementation process
• Create long range plans for program information management
• Communication with program supervisors or designated staff regarding data findings
• Generation of program reports for all program areas
• Database software development and management of database layouts
• Ensure that software and database documentation is up-to-date, complete and accurate and that versioning controls are adequate and operational
• Respond to database requests and delegate responsibility to database developers
• Perform other tasks as assigned by agency leadership


Special Skills required for this position:

• Excellent oral/written communication skills
• Detail oriented, strong analytical skills and resourceful in issue resolution
• Be comfortable with fast paced schedule driven product cycles
• Be a driven team player who is self-motivated, independent and a proactive leader
• Expertise, including design and development in FileMaker Pro software
• Knowledge of MySQL; web page based coding languages- HTML, Javascript, CSS; web development language- PHP; database query language- SQL
• Detailed knowledge of Macintosh and PC computers
• Ability to collect, organize and analyze data


Education and Experience required for this position:

• At least 10 years of database application development experience
• Strong experience in taking functional specifications and transforming to technical design
• Experience in managing multiple delivery teams in a development environment
• Four year degree in Computer Science/Engineering or a related discipline with appropriate experience.
