The purpose of this position is to coordinate and supervise the maintenance, repair, and upkeep of the Town's 336 public housing units.

 Essential Functions:
Supervises maintenance employees; determines work assignments; advises employees and gives instructions on repairs; coordinates activities with Resident Services staff; and makes hiring, promotion and disciplinary recommendations

Administers contracts; receives bids on contracted work; prepares purchase orders; monitors budgets; inspects and monitors contractors; reviews change orders; and processes payments

Oversees tenant's work order requests for repairs; submits bills to tenants for damages outside of the Town's responsibilities; and conducts investigations when tenants dispute bills
Coordinates and directs the refurbishing and preventive maintenance programs for public housing units; inspects facilities and schedules repairs and improvements as required; inspects the exterior of buildings and grounds maintenance work
Oversees the purchasing and inventory of materials, supplies, tools, vehicles and equipment for maintenance needs; oversees the computerized work order and inventory control system; prepare purchase orders; maintains maintenance files and records; prepares reports on maintenance activities

Serves as safety coordinator; reviews accidents, fires and employee injuries; damage claims of residents, prepares related reports

Performs other duties as required

Supervision Exercised
The work requires supervising and monitoring performance for regular employees.

Physical Demands
The work requires sitting at a desk or table, with intermittent standing or stooping as well as maintenance work in resident's homes. Must be able to lift, carry, and move bulky items up to 50 pounds. The employee uses equipment requiring a high degree of dexterity.

Work Environment
The work is typically performed in an office environment.

 Minimum Qualifications:

An equivalent combination of education and experience that would provide the required knowledge, skills and abilities to perform the duties of the job

Licensure:  Preference given to candidates that have a current NC License in one of the following areas:
  • Plumbing
  • Electrical
  • HVAC 

Knowledge of:
  • Standard practices, methods, materials and tools of general building maintenance
  • Federal, state and local building codes and safety regulations
  • Plumbing, electrical, painting and heating, ventilation, air conditioning and carpentry trades
  • Supervisory principles and practiced
  • Principles and practices of purchasing and inventory controls
  • Microsoft Word and related software
  • Building inspection
  • Occupational hazards and safety precautions of work
  • Hand tools and equipment commonly used in building maintenance work
Ability to:
  • Solve problems and make sound decisions; performing mathematical calculations
  • Maintain accurate financial records and preparing reports
    Read and understand architectural plans, sketches, drawings and specifications
  • Estimate the costs of repair work
  • Utilize a personal computer and various word processing and database software applications
  • Utilize such office equipment as a typewriter, calculator, copier, and facsimile machine
  • Establish and maintain effective working relationships with employees, customers, and supervisors
  • Communicate effectively (orally and in writing)

A high school diploma or its equivalent

A minimum of one year experience in a related field
